Why frame it this way?

Hunter Biden publicly discussed his past crack-cocaine addiction and said in a May 2026 interview that he had been sober since 2019. A recovery-policy invitation can use that lived experience without asserting current drug use or treating recovery as proof of policy expertise.

His public legal and financial history would still be relevant to ordinary federal vetting. A presidential pardon is not the same thing as completing the federal appointments process.

I am inviting you to a no-commitment conversation about contributing to a bipartisan Recovery & Addiction Policy Working Group for the Robert R. Motta 2028 campaign and transition planning.

This invitation is based on your public discussion of severe addiction and recovery. It is not based on your last name, and it is not a promise of federal office. I want lived experience at the same table as physicians, treatment professionals, families, first responders, law enforcement, public-health experts and people in recovery.

The working group would be judged by measurable outcomes: overdose reduction, access to treatment, treatment retention, repeat overdoses, recovery-support availability, employment after recovery, homelessness transitions and transparent program costs.

If I am elected, I would consider qualified working-group participants for future administration service. Any federal role would remain subject to normal background review, ethics and financial-disclosure requirements, conflicts review, role-specific eligibility, and Senate confirmation when the law requires it.

How a campaign becomes an administration

  1. Campaign prospect: identify and conduct public-source vetting.
  2. Invitation/interview: determine interest, qualifications, mission fit and conflicts. Do not imply acceptance.
  3. Transition shortlist: if elected, conduct deeper questionnaires and preliminary background/financial review.
  4. Ethics/background: complete investigation, disclosure and conflict-resolution work appropriate to the position.
  5. Announcement: use “intended nominee” or “prospective appointee”; for Senate-confirmed roles, say “if confirmed.”
  6. Formal nomination/appointment: after inauguration, the President uses the legal appointment authority for that position.
  7. Senate advice and consent: required for PAS positions.
